Structure ME Ltd.

Structure ME Ltd is a Structural Engineering practice led by Matt England on the North Shore of Auckland.

A Chartered Structural Engineer (CPEng) and Auckland Council High-Risk Producer Statement Author Matt brings more than a decade of experience delivering structures of all scales across New Zealand and Internationally.

From residential builds to bespoke architectural homes and complex multi-storey developments, Matt works closely with Architects, Builders and other Engineers to deliver efficient, buildable structural solutions that support design intent and meet PS1, PS2 and PS4 producer statement requirements.

Matt has specialist capability in Mass Timber (CLT, Glulam, LVL, PLT) so if this is something you’re exploring get in touch.

Equally proficient in Concrete and Steel design, Structure ME Ltd can provide fit-for-purpose solutions. Advanced 2D/3D modelling and deep familiarity with NZ, Australian, British, and Eurocode standards help resolve structure early, minimize clashes, and streamline coordination.

Core services include Structural Design, Peer Review, Seismic Assessment and Strengthening, Temporary Works, Construction Methodology and Buildability Reviews. Designs emphasize clarity, constructability and smooth consent pathways.

As the sole practitioner, Matt is your direct point of contact – ensuring honesty, responsive communication, consistent technical oversight, and a collaborative approach that supports well‑resolved, compliant and elegant buildings.

High-Risk Producer Statements

Structures over 3 storeys, or those classified as Importance Level 3 or 4 are deemed High-Risk by Auckland Council and must be designed or reviewed by an approved Engineer.

Matt is an Auckland Council High-Risk Producer Statement Author and can provide:

  • PS1 Designs for projects requiring a High-Risk engineer, including review and PS1 signoff for Engineers not High-Risk registered.
  • PS2 Regulatory Peer Reviews.
  • PS4 Construction Monitoring.

Mass Timber Specialist

Matt has completed the design of many Mass Timber structures in Cross Laminated Timber (CLT), Laminated Veneer Lumber (LVL) and Glue-Laminated Timber (Glulam).

Notably are the Auckland City Mission – currently the tallest CLT structure in NZ, and the Highbury Building B – a six-storey all mass timber apartment in Avondale.

Structure ME can provide the most fit-for purpose solution by preparing comparative concepts of your building in Traditional Light Timber Frame, Full Mass Timber, Steel and Concrete or Hybrid Steel & Mass Timber.

PS1 (Design)

Expert structural design for Concrete, Steel, Masonry, Light Timber Frame and Mass Timber, guiding projects from inception to completion with practical, buildable solutions.

Initial feasibility studies, code analysis, and optimization to balance safety, cost, and constructability across design.

For Engineers not on the High-Risk Register, Structure ME can provide PS1 review and design signoff.

PS2 (Design Review)

Regulatory peer review for Building Code compliance.

Concrete, Steel, Masonry and Mass timber for High-Risk structures (Importance Level 3 and 4, >3 storeys).

Identifies critical issues early, ensuring compliance and smooth approvals.

Detailed evaluation of drawings, calculations, and constructability to verify intent and performance.

PS4 (Construction Review)

Monitor on-site progress, resolve field clashes, and verify that the finished structure matches the design intent.

Clearing RFIs, updating models, and coordinating with contractors to keep projects on time and within budget.

Local support and PS4 signoff to engineers needing a site representative for their project in construrction.

Assessments & Reviews

Beyond regulatory PS2 reviews, Matt provides a range of targeted assessments to support design quality, risk management and informed decision-making:

  • Design Review – High-level check of design calculations, load paths, compliance, constructability and overall structural logic.
  • Value Engineering Review – Cost efficiency, buildability, material optimization, and construction methodology improvements.
  • Construction Phase Review – Shop drawings, temporary works, sequencing, and site-based observations to support safe, compliant delivery.
  • Forensic / Failure Investigation – Assessment of structural failures, cracking, settlement, deflection, water ingress, and dispute-related issues.
  • Insurance / Due-Diligence Review – Independent assessment for insurers, purchasers, developers, and owners with safety or performance concerns.
  • Renovations & change-of-use Assessments – Structural checks for alterations, extensions, condition assessments, and general peace-of-mind reviews.

Seismic Assessments

Comprehensive seismic assessment services for earthquake-prone buildings in line with the Earthquake-Prone Buildings Act, including Initial Evaluation Procedures (IEP), Initial Seismic Assessment (ISA) and Detailed Seismic Assessment (DSA).

Independent review of critical structural elements – foundations, connections, load paths and more – to identify vulnerabilities and recommend practical strengthening strategies.

Matt translates complex seismic analyses into clear, actionable recommendations that improve safety, resilience and and long-term performance.

Strengthening

Strengthening services build directly on Matt’s assessment expertise, providing clear, practical pathways to improve the performance of existing buildings and infrastructure.

Structural strengthening design covers everything from targeted element upgrades to full structure retrofits, with emphasis on constructability, efficient detailing and minimal disruption to ongoing operations.

Structural strengthening construction review includes close supervision of strengthening upgrades, monitoring retrofit work for compliance with the consented design and relevant standards, and verifying that workmanship and materials meet the required quality benchmarks throughout the strengthening phase.
